Job Description:

You will serve as the Executive Director, Australia-United Kingdom-United States Integration & Acquisition. AUKUS I&A is a Direct Reporting Program Manager (DRPM) charged with execution of AUKUS Pillar 1, to support the acquisition of a conventionally-armed, nuclear powered submarine capability for Australia on behalf of the US and trilaterally with Australia and the UK. The office is within Team Submarine and coordinates closely with Navy Nuclear Propulsion and Naval Sea Systems Command.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Demonstrated expertise in Program Management and Systems Engineering with a focus on ship/submarine design and construction. TQ 2. Proven ability to manage programmatic Planning, Programming, Budgeting, and Execution (PPBE) processes, incorporating knowledge of foreign military sales and compliance with international cooperative agreements and policies. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will assist the program manager with providing direction and guidance to the AUKUS I and A team regarding programmatic and program management issues in all phases of the AUKUS Pillar 1 mission.
You will identify and employ modern/advanced methods and approaches to adapt naval and commercial technology and practices to the submarine industrial base and enterprise to accelerate and streamline delivery of capabilities, systems and services.
You will review and determine adequacy of program plans and schedules for optimization of best practices in systems engineering, system-of-systems engineering and successful accomplishment of AUKUS Pillar 1 objectives.
You will be responsible for ensuring a holistic approach across the AUKUS Pillar 1 program, ensuring integration and driving interoperability across phases, programs and requirements on a program office and trilateral level.
You will ensure program monitoring and tracking including use of earned value or other performance methodologies and analysis.
You will recommend approaches to mitigate program risk and assess program readiness to proceed to major milestones and program reviews.
You will lead the development of the AUKUS Integration and Acquisition PM's strategic communications strategy, critical messaging, and stakeholder management.
You will advise AUKUS Integration and Acquisition Program Manager (PM) on research and development, design, and production efforts to ensure technical excellence, continuity, and cohesiveness to overall AUKUS Pillar 1 plans and architectures.
