This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position:The positions are with the U.S. Army Corps of Engineers, Philadelphia District and Los Angeles District, Planning Divisions. Los Angeles Pay Scale: $170,769 - $195,200 Philadelphia Pay Scale: $161,409 - $195,200

Additional information about transcripts is in this document. To qualify for this position, you must meet the specialized experienced and the educational requirement. Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Manage an organization's planning program to include: the coordination, budgeting and/or scheduling; 2) identify potential issues and recommend solutions for a civil works program 3) conduct quality assurance reviews of planning programs; and 4) provide leadership to a team of multi-disciplined professionals. BASIC EDUCATION REQUIREMENTS: SUPERVISORY COMMUNITY PLANNER: A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. SUPERVISORY ECONOMIST A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. SUPERVISORY BIOLOGIST A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR B. Combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) SUPERVISORY LANDSCAPE ARCHITECT A. Degree: Bachelor's degree (or higher) in landscape architecture or landscape design OR B. Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. SUPERVISORY ARCHITECT A. Degree: Bachelor's degree (or higher) in architecture, or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. (Note: You must attach a copy of your transcripts.)ORB. Combination of education and experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. SUPERVISORY PHYSICAL SCIENTIST A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORB. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. SUPERVISORY HYDROLOGIST A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Serves as Chief, Planning Division, and is the principal spokesperson for the civil works planning program.
Work includes program planning, coordination, direction, supervision, training, and review of district elements concerned with all phases of the Planning functional areas.
Areas include all phases of the district’s General Investigations, Continuing Authorities program and water resources technical assistance programs.
Provide staff supervision and oversight of the district Planning Program to include: General Investigation, Re-evaluation Reports, Continuing Authorities, Flood Plain Management Services, and Planning Assistance to States.
Provide regional interface with Congressional, federal, state, and other regional interests.
Coordinate activities with other internal organizational elements and other federal and state agencies, local authorities, and public groups.
Make final decisions and commitments on matters which affect policy compliance and technical quality of reports completed by the Plan Formulation Branch.
