The primary purpose of this position is to provide developmental experience to broaden the knowledge, skills, and abilities of the employee in performing technical work assignments in the administration of contract provisions relating to control of Government property in the possession of contractors, from acquisition through disposition.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study - business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. NOTE: You must submit a copy of your transcripts. or Experience: General Experience (for GS-5 positions): Experience that provided an understanding of general business and/or industrial practices, and that demonstrated the ability to deal satisfactorily with others. Such experience may have been gained in purchasing (contracting), accounting/auditing, logistics, maintenance, production (manufacturing), property utilization, marketing, industrial planning, storage or supply management, legal, financial, engineering, quality assurance, inventory control, data processing, inspection of material, or similar activities. Journey level experience in a trade or craft that provided knowledge of industrial operations and practices related to control of property is also qualifying. Successful completion of a formal training program in fields related to the position to be filled may also provide evidence of the required knowledge and skills. Specialized Experience (for positions above GS-5): Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-4 or equivalent in other pay systems. Experience that demonstrated: Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property; Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property; Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property; Knowledge of Government sales policies, regulations, and methods; and Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: Ideal candidate has 5 to 10 years in the 1103 career field in government property management and can effectively work independently and as part of a team. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of different kinds of industrial and business operations, including a variety of different automated or manual control techniques, procedures and forms to meet the specific needs of the plants under surveillance. 2. Knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to industrial inventory management actions for a variety of contracts. 3. Knowledge of business practices and market conditions applicable to acquisition requirements. 4. Ability to communicate effectively, both orally and in writing. 5. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. 6. Ability to plan, organize work; and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The incumbent plans the overall approach to meet contracting objectives for complex asset management programs. Monitors, evaluates, inspects, and reports on industrial property management system actions, processes, and procedures to identify irregularities due to loss/theft, damage, destruction, or unreasonable consumption of Government property. Provides business advice and guidance to others on contracting work and property management, and prepares related correspondence. As a Property Clearance Specialist, represents the Government by supervising and managing the utilization, redistribution, and disposition of contractor's excess inventory.
