This position is responsible for supporting the development and implementation of a national transit safety program that includes transit safety policies, regulations, guidance, program expertise and coordination. Provides oversight to regulatory-based safety programs; and provides technical assistance to FTA regional offices, states & State Safety Oversight Agencies (SSOA), transit agencies, and other stakeholders.
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience implementing and providing guidance of regulatory requirements, AND Experience communicating information to internal and external stakeholders. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Safety: Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes. Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience. As a Program Analyst, you will: Implement State Safety Oversight regulations. Utilize qualitative and quantitative techniques to evaluate the safety of State Safety Oversight. Provide technical assistance to FTA regional offices, State Safety Oversight Agencies, and other transit safety stakeholders. Provide oversight of the State Safety Oversight Agencies. As assigned, this position helps in evaluating program accomplishments and recommending needed actions; conducts technical analyses and develops briefing papers, program regulations and guidance, and other reports and correspondence.
