The primary purpose of this position is to provide the United States Air Force a unique capability to plan, organize, coordinate and employ special air operations in support of sensitive, compartmented/special access National Command Authority (NCA) tasking. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions and Transportation Operations Series 2150. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all aspects of worldwide sensitive air support and employment mission requirements, including fixed wing, ground refueling, air refueling, navigation and offensive/defensive employment operations for air assets. 2. Knowledge of developing, implementing and employing ground and airborne communications systems while conducting training and real-world missions. 3. Knowledge of joint special operations doctrine to include domestic and overseas command relationships. 4. Knowledge of DOD and USAF policies on special access programs controls and procedures, document control and accountability. 5. Ability to integrate fixed and/or rotary wing aircraft movements to achieve a tasked objective. This includes the development of aircrew mission set-up packages, communications plans, abort options, refueling requirements and mission execution. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
DUTY 1: Incumbent dispatches special air operations, i.e., plan coordinates, and monitors government thign according to applicable U.S. government and international regulations and directives to expedite and ensure successful mission accomplishment and safety of flight. DUTY 2: Acts as liaison, for the CC and DO, with numerous federal agencies to effect mission tasking. DUTY 3 - Provides management and direct supervision to an office consisting of up to eight USAF officers, civilian and enlisted personnel. DUTY 4 - Maintains and updates required mission planning guidelines and is the subject matter expert on all appropriate DOD, USAF, FAA, and ICAO regulations, directives, procedures, and policies affecting military and commercial aircraft operations.
