The primary purpose of this position is to assist the Chief, Mission Systems, Plans, Programs, Requirements & Logistics (XP) in developing 361 Intelligence, Surveillance & Reconnaissance Group (ISRG) corporate plans, policies, program requirements, and recommendations for the Commander which cross the entire scope of the Group's intelligence professionals.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and requirements, interpret policy, and commit resources; knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation; knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Wing/Group plans and programs for conducting major operations such as mission and flight operations, tactical airlift, ISR, aircraft integration, deployment, mobilization, communications planning, flying training systems, PPBE (Planning, Programming, Budgeting & Execution) system, acquisition, special operations, or similar operations. 2. Knowledge of Air Force, 16 AF, AFSOC, ACC, Wing/Group program goals and objectives, sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations/evaluations. 3. Knowledge of the application of Air Force military expertise as it applies to assigned programs and assigned systems. 4. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. 5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to use automated systems, spreadsheets and web-based software is required. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to SCI. A non-disclosure agreement must be signed. 2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force wide mobility agreement. 4. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. 5. The employee may be required to travel in military and/or commercial aircraft to perform temporary assignments. 6. In the event of national crisis, extensive after-duty or extended hours may be required to satisfy urgent operational support requirements. 7. Experience organizing and planning civil employee, military and contractor workload across multiple work centers is highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Provides resource programming functions to develop and defend 361 ISR Group resource submissions and analyze resource trends. Assures clarity, accuracy, impact, and compliance with guidance issued by HAF, ACC, 16 AF, DIA, NGA, Director of National Intelligence (DNI), Office of Management & Budget (OMB), Congress, and 363 ISRW. Serves as the Mission Systems, Plans, Programs and Logistics Directorate's lead analyst for all matters pertaining to programming, budgeting, and execution of the resources funded in the Air Force Program Objective Memorandum (POM). Manages a SIGINT system maintenance contract, directing all logistical matters across the Group's enterprise. Oversees 361 ISR Group Quality Assurance team overseeing four squadrons, two detachments, and Operating Locations performing maintenance on Signals Intelligence (SIGINT) and communications equipment worldwide. Performs 361 ISRG IG Gatekeeper oversight/responsibilities as outlined in application HHQ instructions.
