Job Description:
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation, Office of Legislation (OL), Office of the Director. As a Health Insurance Specialist, GS-0107-15, you will provide balanced comprehensive, information and analysis of complex policies regarding Medicare, Medicaid, and private health insurance programs and provide recommendations regarding Congressional oversight inquiries.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Drafting responses to congressional oversight letters for Department or Agency head signature; (2) Analyzing congressional oversight requests to make strategic recommendations to senior leadership; (3) Producing written documents for senior leadership to use in meetings with Members of Congress, including briefing documents, letters to congressional oversight committees, issue papers, or decision memoranda; and (4) Working with Members of Congress or their staff on Agency responses to congressional oversight requests regarding CMS programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Perform tasks as the technical expert throughout Government and industry on Congressional oversight of CMS programs.
Serve as a technical authority on Congressional oversight, the Congressional rules that govern oversight, and past practices in addressing oversight requests.
Design, analyze, develop, monitor, and evaluate research studies projects, and policy analysis for numerous areas of inquiry.
Advise and consult with OL and CMS leadership on policies, procedures, and critical issues that have a major impact on the program, as well as operational aspects of the program, and initiatives.
