Must have a combination of 3 years¿ experience that demonstrates knowledge of classification storage and disposal of hazardous material, knowledge of integrity inspections on equipment and property, general safety policies, and administrative skills. Must be familiar with OSHA and EPA regulations. Must have good oral and writing skills. Must be willing to perform minor travel for necessary trainings. Must possess excellent customer service skills and knowledge of general clerical methods and techniques, including skills to prepare documentation and presentations in a proper format in accordance with naval correspondence, Ability to operate a personal computer and use various software systems to create and generate reports. Must be proficient in RMI-SIR within one year. Work requires standing, walking, bending, and lifting and may be required to work in extreme environmental conditions. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.
Responsible for assisting the Risk Manager (Safety/Environmental Officer) in developing, implementing, and maintaining a comprehensive risk management program that includes, but not limited to: Asbestos and Lead, Automatic External Defibrillators (AED), Blood Borne Pathogens, Confined Space, Electrical Safety, Environmental Security, Ergonomics, Fall Protection, Fire Safety, Machine/Equipment Handling, Hazardous Materials, Hearing Conservation, Industrial Hygiene, Lock Out/Tag Out, Occupational Health and Safety, Respiratory Protection, and the Voluntary Protection Program. Assists Risk Manager with data collection and tracking for trend analysis to be provided to the Division Director for routine transparency meetings. Independently conducts safety inspections in MCCS facilities and playgrounds, at special event sites, on generators, on gas/electric powered equipment, tools, fire extinguishers, eye wash stations; making recommendations for immediate corrective action when employee/patron safety is compromised. This includes writing, coordinating, implementing directives, recommending appropriate remedies and procedures, training, or use of personal protective equipment (PPE). Prepare and submit for review, written inspections results of all detected hazards and recommended corrective actions. Reviews Safety Data Sheets (SDS) for on-hand and in-use chemicals, verifying accuracy and availability to all employees, ensuring compliance with regulatory requirements. Perform investigations for employee mishaps, using methodical and thorough procedures; conduct personal interviews with the injured employee, supervisors, and witnesses to help identify the root cause and for recommended corrective procedures to reduce the likelihood of repeat mishaps. Assist in accident investigations when MCCS vehicles, facilities, or property are involved. Experience conducting risk assessments and developing risk mitigation plans. Analyze Risk Management Information (RMI) data to identify trends, root causes, and emerging risks. Promote safety policies and good safety practices. Provide basic safety indoctrination to MCCS employees. Promote safety awareness by developing visual training aids on risk management topics. Have a working knowledge of the Risk Management Information-Streamlined Incident Reporting (RMI-SIR) system. Performs a variety of functions in support of the organization environmental program by assisting in the proper identification, containing, labeling, storage, and disposal of a variety of hazardous materials (HazMat) based on applicable federal, state, and local regulations. Inspects designated HazMat sites for compliance based Authorized Hazardous Material List (AHML) and Authorized Users List (AUL). Conducts weekly inspections of chemical storage facility for leaks, faults, unsafe and non-compatible storage. Aid in the inspections of Oil Water Separators, Above/Underground Storage Tanks and Title V Air Quality issues. Proactive in spill prevention, control, and countermeasures. Assists in providing guidance on clean-ups and during chemical spills. Provides World Class Customer Service with an emphasis on courtesy and support. Assists employees while communicating in a positive, courteous, and considerate manner. Takes action to solve problems quickly. Alerts the higher-level supervisor when confronted with situations that cannot be handled on the spot. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.
