Job Description:

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Business and Financial Management Division of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing the program's business and financial information systems; 2) Providing authoritative policy interpretations and guidance on program office budget development-related issues; 3) Identifying operating policies and procedures to be developed or revised; 4) Advising senior agency executives on the direction and allocation of resources for operation and administration of the agency business/resource management; and 5) Communicating both orally and in writing. You will develop programming and financial planning justification for budget execution submissions (e.g., Program Objectives Memorandum [POM], Future Year Defense Plan [FYDP], Program Review [PR]).
You will present financial data (e.g., budget estimates, obligations, expenditures) to explain or defend budget allocations.
You will perform needs analysis to define opportunities for new or improved business process solutions.
