This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation, Division of Health Plan Innovation (DHPI), Seamless Care Models Group (SCMG). As a Supervisory Health Insurance Specialist, GS-0101-15, you will lead a staff responsible for designing, implementing, and operating innovative payment and delivery models specifically related to Medicare Advantage health plans

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing technical guidance to internal and external stakeholders on issues related to the development, implementation, or operations of alternative payment/benefit and service delivery models for Medicare Advantage health plans; (2) Leading research and analysis efforts to support the development and implementation of alternative delivery systems and payment policies for Medicare Advantage; AND (3) Managing staff and work associated with the designing and developing, implementing, operating, or monitoring of Medicare Advantage payment and delivery models. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Coordinates all facets of the Division’s work by mobilizing a diverse professional and administrative staff.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Oversees technically complex projects and initiatives designed to address HHS and CMS Strategic Plan goals and objectives related to the work of the organization.
Resolves emerging complex issues, advising leadership of potential and emerging problem areas, including the formulation of recommendations for appropriate program responses.
Manages relationships with key contractors, overseeing functionality for baseline and benchmark setting, research and evaluation, learning and diffusion, and other activities related to design, implementation, and operation.
