Job Description:

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for the organization's enterprise Information Technology goals and objectives, metrics methods and concepts used in developing policies and plans, capital planning process and in evaluating the accomplishing Information Technology goals and objectives. .
You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Improving software quality: The ability to assess new system design methodologies to enhance and maintain high-quality software, ensuring it is robust, scalable, and easy to maintain. Customer requirements: The talent to accurately understand, analyze, and represent customer needs. This involves clearly articulating requirements and ensuring they are validated and aligned with project goals. Risk management: The capacity to effectively identify, prioritize, and measure software development risks. This includes developing mitigation strategies and constantly monitoring for potential threats. Methodology recommendations: The expertise to evaluate and present recommendations for adopting new methodologies and technologies, supported by data showing the potential impact. Critical Thinking: Ability to analyze complex situations, identify problems, and develop effective solutions. Data Analysis: Ability to analyze data to identify trends, improve processes, and make informed decisions. Risk Assessment: Ability to identify and assess risks associated with contracts and develop mitigation strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series. Requirements for the 2210 series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. As a IT SPECIALIST (POLICY AND PLANNING) at the GS-2210-12 some of your typical work assignments may include: The Information Technology Specialist is responsible for the organization's enterprise Information Technology goals and objectives, metrics methods and concepts used in developing policies and plans, capital planning process and in evaluating the accomplishing Information Technology goals and objectives. Information Technology Specialist uses performance management/measurement methods, tools, and techniques to plan and carry out difficult and complex assignments in developing new methods, approaches and procedures in evaluating and testing systems. Provides advice and guidance on a wide variety of complex Information Technology security issues. Conduct analyses and recommend resolutions on new or enhanced approaches to delivering Information technology services. Identifies and defines business and technical requirements applied to design in developing new industry trends in analyzing the IT systems potential on network and data infrastructure. Interprets IT policies, standards, and guideline requirements for acquisition management policies and procedures, cost-benefit analyses to ensure the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management and capital IT investment plans. Assist in project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations. Information Technology Specialist supports of a wide set of products and services within DMDC's portfolio of capabilities to include product planning of product lifecycle. Assist in defining the product vision, and working closely with other internal and external stakeholders in defining the product strategy and roadmap. Supports with the development, acquisition, testing, product improvement and fielding of assigned Information Technology systems in determining business objectives impact on customers internal and external constraints. The incumbent is responsible for assisting in preparing and briefing oral and written communications to varied audiences within the organization. The incumbent provides problem solving, prioritization, and reasoning skills when faced with technical and functional, as well as organizational challenges.
