Job Description:

This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
To be considered for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served one full year (52 weeks ) at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Grade Determination: To be referred for each grade you must qualify based on your experience and/or education as described below: Grade Determination GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. OR, Graduate Level Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (See definitions in Education section of this announcement.) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school. Grade Determination GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use. OR, Graduate Level Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work Environment: Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment area, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VAHCS locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment. Other Significant Factors Must possess a valid, state driver's license or commercial driver's license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle. Meets the needs of customers while supporting VA missions, consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Duties include, but may not be limited to the following: Lifecycle Management: Responsible for the lifecycle management of non-expendable assets; conducts short, mid and long-term advanced planning; analyzes data; supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources; and corresponds with procurement officials and other stakeholders to resolve issues Inventory Management and Control: Responsible for the management and control of NX equipment assets; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment Performs other related duties as assigned.
