The Supervisory Logistics Management Specialist is the senior supply chain management officer for VA Puget Sound Health Care System (VAPSHCS) who oversees, guides, manages and integrates supply chain operations across the organization with multiple sites of care and support, and is responsible for the development and integration of a cohesive, forward-looking supply chain that ensures all logistical requirements.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as a logistics management officer for a large federal facility; experience with integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction; integrate and align acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of services.; standardize business processes, establishing performance measures and analysis of the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area; and exercise supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply and equipment requirements. Preferred applicants will have 5 years of VA Supply Chain Management experience OR military Supply Chain Management experience. Physical Requirements: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching and climbing such as in performing regular and periodic construction activities, field inspections, or to observe and study work operations in an individual, storage, or comparable work area. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds, such as equipment, samples and drawings. Work Conditions: The Logistics Service conducts multiple shift operations 365 days a year. The medical center cannot be left without Logistics support. This necessitates the requirement for two or three shifts to meet emergent or unexpected demand on off hours, including afternoons, evenings, and weekend shifts. The incumbent observes normal safety precautions. Establish, monitor and manage performance and measurement of logistics functions throughout VAPS-HCS for all aspects of supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Conduct logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all HCS activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. Oversee, guide, manage and integrate supply chain operations. Ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination, procurement, maintenance/upgrade, management/utilization and disposal). Manage multi-million-dollar budgets for staff training, expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, and durable medical supplies and equipment. Plan, organize and assign work to subordinates engaged in logistics and property management through subordinate supervisors. Develop short- and long-range plans, milestones, and policy for the accomplishment of assigned functions. Provide advice and counsel to employees and subordinate supervisors relative to work and administrative matters. Plan and coordinate with fiscal, acquisition, clinical and administrative operations in the management and integration of supply chain operations. Analyze the supply chain to develop actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting. Perform other duties as assigned.
