The primary purpose of this position is: to plan and implement an enhanced youth sports and fitness program for youthages 5-18 and serve as assistant youth director for a very large participant population (over 8,000).
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the range of activities and services, or participant interests and needs, and of the methods and processes involved in a Youth Sports Program which knowledge enables the employee to plan and conduct an enhanced variety of recreation activities and services. Skill in the application and utilization of such knowledge in planning and carrying out a recreation center program in this specialty area which meets, as fully as possible, the needs of the participating community. Skill in the effective management of financial, physical, and human resources for the Youth Sports Program. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. The education must have been obtained in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of experience as described in above and I have less than the full amount of education described. Therefore, I have a combination of experience above. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of oral and written communications, instructions and guidelines with skill in the effective management of financial, physical, and human resources of Youth Center programs. Skill in planning and conducting a wide variety of recreational and family programs and ability to understand detailed factual information and basic factual information. Ability to supervise and implement sound personnel policies, practices and procedures. Knowledge of budgeting/accounting processes including the ability to develop/establish a budget, receiving and protecting various monies, and purchasing, marketing, and long-range forecasting as directly related to the Youth Programs. Knowledge of safety and security regulations, practices, and procedures. Skill in utilizing space allotted to meet the needs of the community and knowledge or training in personal fitness training principles and procedures as they affect the human body. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Plans and implements an enhanced youth sports and fitness program for youth ages 5-18. Manages budgeting and fiscal matters pertaining to all of Youth Programs and activities. Assists Youth Director in designing, developing and guiding all Youth Programs for Hurlburt Field. Cultivates a cooperative relationship between the civilian and military communities by establishing and maintaining a liaison in the community with civic organizations, youth groups, private associations, church groups, educational institutions, national associations, and other programs administrators that may be directly or indirectly involved in program activities that are concerned with the quality of life of children and youth. Exercises supervisory personnel management responsibilities. Manages a robust fitness program for youth of all ages.
