MAJOR DUTIES CONT: Decides the methodologies to use in achieving work goals and objectives, and in determining other management strategies; Find ways to improve production or increase the quality of the work directed; Set and adjust short-term priorities, and prepare schedules for completion of work; Evaluate work performance of subordinates; Give advice, counsel, or instruction to employees on both work and administrative matters; Interview candidates for positions in the program; Hear and resolve complaints from employees, Effect disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; Identify developmental and training needs of employees, providing or arranging for needed development and training; Develop performance standards. Develops and fully administers a multi-modality comprehensive non-medical counseling program designed to provide services for customers with alcohol and drug misuse related problems of active duty military and their eligible family members. As a privileged and credentialed tier III Licensed Independent Practitioner (LIP), performs bio-psychosocial assessments, and reviews clinical assessments of clients; performs diagnostic impressions of substance use disorders and other DSM psychiatric disorders to determine level of client services based on American Society of Addiction Medicine¿s Patient Placement Criteria (ASAM-PPC2) that focuses on service intensity and individual client needs. Screens, interviews and refers, when necessary, cases beyond the professional scope of the SACC staff. Establishes cooperative agreements among various service and treatment providers. Instructs in proper non-medical counseling techniques for staff and interns. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include evenings and/or weekends as necessary). Performs other related duties as assigned. MINIMUM QUALIFICATIONS: Required Degree: Must possess a master¿s degree from a college or university with a program nationally accredited in: social work or psychology, marriage and family therapy, or in a related behavioral health field Required Licensure: Highest licensure by a State or National regulatory board that authorizes independent clinical practice that is current, valid, unrestricted and in good standing in at least one of the following: clinical social work, licensed marriage and family therapist, licensed professional counselor, or clinical psychologist that meet the DoD requirements. Must provide a photocopy of licensure with their application. Required Experience: Tier III must have engaged in at least two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting. Must have at least 2 years in a supervisory/management role in substance abuse or co-occurring programs. Required Certification: Certification in substance abuse (Alcohol and Drug Counselor II or state equivalent) is required. Must have expert knowledge of the Marine Corps Substance Abuse Program, and other related program concepts, principles, techniques, practices, laws, regulations, policies, and precedents is essential to enable the manager to plan, organize, administer, coordinate, and evaluate subject programs as well as other behavioral risk program elements for which responsibility is assigned. Expert knowledge of Marine Corps substance abuse policies, directives and regulations. Ability to make complex decisions or recommendations significantly changing, interpreting, or developing important public policies or programs. Knowledge of the Marine Corps program/budgetary goals and objectives to determine how they affect the program/budgets of the other military departments and other Federal agencies. Expert knowledge and understanding of the Marine Corps, DOD and Federal budget process, including knowledge of the Congressional budget process. Expert knowledge of Quality of Life programs within the Marine Corps and related program policies, procedures, and regulations to serve as the installation subject matter expert. Must have the skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations on management, budgetary, staffing or operations, where the proposals involve substantial resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Will be required to obtain a clearance at the Tier 3 level to satisfy IT Level II designation access and enter information to the Alcohol and Drug Management Information Tracking System (ADMITS), if access is to ADMITS is required to fulfill the requirements of this position. Appointment and continued employment is subject to a favorable adjudication of the security investigation. Due to the nature of work in this position, the incumbent may serve in an ¿on call¿ duty status outside of normal work hours that includes: remaining in a reasonable call back radius, carrying a cell phone or pager, or regularly checking email to respond to emergencies; remaining in a state of readiness to perform work with limitations on pursuing outside leisure activities, and/or reporting to a designated post of duty to be ready to or to perform work. NOTE: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations.
*This is an Interdisciplinary Position in that various specialties in the social and behavioral sciences can provide the necessary background to successfully perform the aspects of the job. The exact series of the position will be determined by the background and area of qualification of the employee selected for the position. The position is classifiable in either one of the following series: Psychologist, NF-0180-05 or Social Worker, NF-0185-05. SUMMARY OF DUTIES: Incumbent serves as the Director for the installations Substance Abuse Counseling Center (SACC); Marine and Family Programs, Marine Corps Community Services. Independently oversees day-to-day operations of the SACC that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the Marine Corps. Responsible for programming and related services; supervision of financial, personnel and property resources; planning, implementation of services, execution of associated initiatives, and operation of facilities. Directs technical and administrative work involving SACC functions and activities supporting the management of the Marine Corps Substance Abuse Program at the installation. Resource planning, programming, budgeting, execution, and monitoring activities required by this position involve direct contact with HQMC functional proponents, other behavioral health programs, and state and local community program professionals. Assesses program operations and monitors progress toward organizational goals. Identifies problems, determines accuracy and relevance of information and uses sound judgment to generate and evaluate alternatives. Stays current with evidence-based and evidence-informed practices, metrics, tools and techniques related to the specialty area or program to make program improvements. Organizes work, sets priorities and determines resource requirements. Determines short- and long-term goals and strategies to achieve priorities. Coordinates with other programs or work areas to accomplish goals. Monitors progress and evaluates outcomes of operations, activities and events. Develops minimum standards to govern the local program, policy, procedures and resources. Maintains effective working relationships with Command and installation specific programs, local, state, and federal organizations, legal and medical agencies. Directly addresses matters involving: difficult technical problems, application of new or questionable techniques and methods, and decisions that require further clarification with the higher level supervisor. Explains regulatory requirements relevant to problem situations. Establishes and monitors outcome measures for in-house and higher headquarters levels; develops data bases in alignment with SORNs, revises and implements professional service plans, business plans, and standard operating procedures in accordance with accreditation standards; DoD and Federal Law; reviews data provided in reports of special actions for the installation; formulates strategic plans for command use in deterrence activities; briefs senior commanders; directs budget priorities for the SACC, reviews statistical data to modify program goals, and briefs reports to command and HQMC. Coordinates inter-departmental in-service training; evaluates scope of practice to ensure compliance with policy; evaluates training opportunities for all staff and clients; develops and evaluates orientation activities; adheres to the counseling/social work and other applicable Code of Ethics; evaluates professional development activities. Develops and implements the Quality Assurance/Continuous Quality Improvement (QA/QI) plan. Keeps HQMC informed on current developments and innovations, which could be adopted to strengthen the program; provides Critical Incident Reports (CIRs) per installation and HQMC policy. Provides administrative/technical direction and supervises full performance, clinical supervisors, prevention staff, clinical staff, drug demand reduction, and administrative staff to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
