As a Management and Program Analyst, you will manage, analyze, and execute logistics programs, provide expert, technical advice and customer service to high level officials and staff.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/04/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/04/2025. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Utilizing automated processing systems and programs to perform inventory and property management; Conducting, coordinating, and monitoring logistics projects; Independently researching, analyzing, and presenting data to be used in decision making; Providing technical and analytical support to accomplish program goals GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Performing a full range of logistical oversight, to include accountability of assets, inventory, transactions, or processes; Interpreting policies or regulatory guidelines for accountable property inventory to report on compliance with accuracy; Providing technical and analytical advice to management in the areas of logistics or asset management; and Performing liaison functions and serving as point of contact with internal and external customers to accomplish program goals. Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Fraud Detection and National Security Directorate and and are assigned based on the need of the agency.
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Develops, implements, interprets and advises on administrative requirements in coordination with internal and external components related to logistics, and provides administrative oversight and program recommendations to Leadership.
Compiles and analyzes data, prepares reports, project papers and briefings on logistical supporting elements and long range planning to high-level and executive management. Serves as the subject matter expert on logistical matters.
Conducts technical research of resources and equipment necessary for the business needs of the Directorate, ensuring equipment and resources are cost-effective and are in accordance with Agency policy.
Expertly communicates verbally and in writing to negotiate challenges, potential conflict, and apply effective solutions. Employs a network of peers and experts in assessing current program needs and implementing improvements.
Provides direct technical and analytical support and customer service to management and staff within the Directorate on the application of property accountability, asset management, inventories, equipment refreshes, and resource fulfillment
Utilizes complex automated software and systems, such as Sunflower Asset Management System (SAMS), Information Technology Equipment Program (ITEP) and myIT for the management, inventory and acquisition of assets and disposal of property.
Provides direct support to management and staff, advising and providing technical and analytical support to evaluate accountability methodologies, policies, and procedures for preventing government property losses.
