This Aviation Safety Inspector is assigned to the Aircraft Evaluation Division, Standards and Policy Branch, AFS-160. Evaluates and develops systems and policies for the Air Evaluation Division (AED). Responsible for evaluating and developing substantive, and functions and experience with Title 14 of the Code of Federal Regulation (14 CFR) for the development and implements of policy, training, and oversight governing all matters pertaining to aircraft evaluation operations.
General Requirements for All Positions: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent. Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements: Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); Have the ability to hear the conversational voice (hearing aid permitted); and Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of the aircraft must: Possess a valid second – class medical certificate in accordance with FAA regulations; and Pass recurrent medical examinations as prescribed by the FAA. Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. When the predominant work involves air carrier operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements. At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight; Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved; Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard. Minimum 100 flight hours during the last 3 years; Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating (Department of Navy positions require pilot experience as demonstrated by previous ATP level performance in large multi-engine airplanes and helicopters); Possession of a valid second-class FAA medical certificate (For positions within the Department of Navy, applicants must also be physically qualified to ride as an observer aboard squadron aircraft. In addition, must also meet physical requirements to travel and lift heavy objects while performing mishap investigations); and Minimum 1,500 total flight hours. When the predominant work involves general aviation operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements. Valid, unexpired Flight Instructor Certificate with single and multi-engine airplane and instrument airplane ratings. Must have given a minimum of 200 hours of flight instruction in an aircraft. Professional flying skill as demonstrated in a flight check to Commercial Pilot Certificate with an instrument rating; Possession of Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating. Minimum of 100 flight hours within the last 3 years. Minimum of 1,500 total flight hours. Possession of single and multi-engine land airplane ratings. Not more than 2 flying accidents in the last 5 years in which the applicant's pilot error was involved. Possession of a valid second-class FAA medical certificate. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes assisting, conducting, or performing various technical functions on certification activities for CFR Part 23 Normal Category Airplanes and supporting CFR Part 135 air carrier/air operators and CFR 91 General Operation and Flight Rules Operation. Assisting, conducting, or performing various technical functions on certification activities for CFR Part 25 Transport Aircraft supporting CFR Part 121 air carrier/ air operators. Serves as a recognized aircraft evaluations operations subject matter expert for the AED. Formulates line of business (LOB) management policies and systems and ensures proper and timely implementation. Analyzes current program development, implementation and work to predict potential issues and recommend design and integration solutions for the AED functions. Manages AED policy, schedules, implementation strategies, internal and external communications, and outreach activities. Develops new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. Leads communication and implementation guidelines with AED branches for new policy changes. Leads national teams or participates to define and develop new and innovative approaches, methodologies, and/or techniques for execution of AED responsibilities. Provides division and branch management advisory service which involves identifying long and short-range policy goals, planning procedural changes by advising on logical duties, relationships, sources, availability and full utilization of needed skills, and provides advice on applicable considerations. Analyzes policies by developing baseline performance measurements and comparing performance with the baseline. Creates new solutions and policy interpretations, as situations require. Projects may involve development of new approaches to identifying meaningful and accurate measurement techniques. Designs/develops effective messaging strategies for communication of new policies or revised work procedures to management, employees, and stakeholders. Provides operations technical expertise to others on matters related to complex aviation processes. May leads teams of functional experts to do so. Incorporates analysis into project and program plans. Represents the AED organization in dealings with officials of other Federal Aviation Administration (FAA) organizations, the Department of Transportation, contractors and high-ranking management officials/executives in the private sector; and develops reports and materials for all levels of management. Applies operations experience and advanced knowledge of policies and procedures to track and analyze data to ensure compliance. Coordinates and accomplishes technical tasks such as: Analyzing and developing policy, guidance, and rules to improve existing technical standards and evaluation processes for the AED. Working as a liaison with FAA training policy branches to coordinate the development of policy, rules, and guidance material on the use of Master Minimum Equipment Lists. Tracking AED compliance audits and development of tools and resources. Developing and writing of aviation safety policy, guidance material, regulations, or related material. Interpreting and applying laws, policies, and regulations to compliance and analytical reviews or studies, in order to prepare and present materials to answer questions, provide advice and guidance to others and solve problems. Identifies, analyzes and implements solutions for complex/difficult problems and recommends improvements to system and processes. Interprets guidelines and provides management advice and counsel on the operation of assigned programs and interrelationships of such programs. Performs additional duties as assigned.
