Job Description:
As a Senior Accounting and Finance Leader in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), you will serve as a senior expert and strategic advisor for developing, implementing and monitoring Department of the Navy (DON) standard accounting business practices to ensure finance and accounting operations have established consistent internal policies and procedures.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ#1. Knowledge in the fields of accounting. financial management, comptrollership and internal controls. TQ#2. Experience that demonstrates the ability to manage a large complex enterprise-wide change management initiative. Demonstrates ability and skill to communicate and brief high-level audiences, conduct independent research, present logical arguments, and convey findings in a succinct and compelling manner. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will recommend accounting approaches and related actions to establish and maintain standard business practices across the DON.
You will provide the credibility and stature to deal with DON elements who own numerous systems and processes outside the financial management community.
You will liaise with all elements of the DON and Department of War (DoW) community on formulation, development and maintenance of guidance and standards related to DON accounting business practices.
You will work closely with Defense Finance Accounting Service (DFAS) and Treasury Department to develop a mutually beneficial program to streamline processes and achieve efficient methods to advance DON enterprise-wide financial management goals.
You will be responsible for producing timely and accurate financial analysis that provides reliable information to decision makers and supports audit.
You will represent DON, as needed, on special studies and efforts with the DoW, other military departments, government agencies, commercial, educational, and professional organizations.
