To qualify for a Program Analyst, your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Resolve critical problems in existing systems and define advanced system requirements for new projects. Provide advice and assistance and recommendations on policy and planning decisions. Develop, plan, and conduct studies that address organizational and operational efficiency and effectiveness. Identify and clarify user requirements, communicate design decisions, suggest system improvements and present, negotiate and gain acceptance of new or revised system, project/program changes. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Responsible for the development and sustainment of automated systems in support of DLA Information Operation Programs/Projects.
Develops short and long range strategic plans/goals and provide central oversight for technical and functional enhancements to IT administrative operating systems.
Revises internal organizational structure and provides personnel and equipment to better meet current and future mission needs.
Responsible for interpreting and applying Information Operations systems standards, policies and regulations for assigned programs and projects
Assists functional personnel and other analysts, specialists in functional and technical areas to accomplish internal control objectives.
Participates in fact finding conferences, questionnaires, meetings, and considers all factors in developing recommendations and strategies.
