Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Developing policies and procedures to ensure information systems reliability and accessibility that prevent and defend against unauthorized access to systems, networks, and data; and assess policy needs governing IT/OT activities (i.e., technological and operational control systems, etc.; Applying project management principles, methods and practices to support Information Technology (IT) and Operational Technology (OT)systems security and cyber security to control business operations; Administering security oversight for the cybersecurity and system infrastructure operations; and Providing expert technical advice in the development of IT Cybersecurity assessment and awareness programs. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. These vacancies will be filled through DHS/TSA's Direct-Hire Authority pursuant to TSA MD 1100.30-26. Under the Direct-Hire Authority, category grouping and Veterans' Preference does not apply. This IT Specialist position is located in Information Technology (IT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Serves as a senior technical expert and consultant to top-level executive/management officials for the division providing advice and guidance on transportation management systems information and operational technology programs, systems, and services Develops policies & procedures relevant to the aviation transportation sector to ensure information systems reliability and accessibility; prevention and defense against unauthorized access to systems, networks, and data and assesses policy needs governing IT/OT activities (i.e., technological and operational control systems, etc.). Ensures the alignment of Aviation Cyber Initiative internal business practices with DHS/TSA cybersecurity framework as well as the application of federal transportation cybersecurity standards, regulations, and policies. Facilitates risk and vulnerability assessments to identify vulnerabilities, risks, and protection needs at various points within the aviation ecosystem. Provides sound recommendations for improvement or makes decisions that may significantly influence agency cybersecurity policies and/or programs within the aviation transportation sector domain. Ensures aviation partners are placing the necessary security emphasis on protecting and safeguarding their cyber infrastructure as well as developing long-range plans for operations and maintenance of those systems. Integrates program/project management goals and objectives into effective working plans. Evaluates long-and short-range plans, resource projections, priorities, and justifications. Adjusts priorities and progress schedules to meet changing requirements and/or unforeseen situations. Assists upper-level management on special projects and studies related to aviation cybersecurity. Collaborates with stakeholders on the formulation of policies which govern division operational and business activities. Ensures the integration of cybersecurity measures and controls that safeguard confidentiality, integrity, and availability of information system assets including hardware, software, firmware, and information being processed, stored, and communicated across the aviation transportation sector. Ensures the protection of information and information systems from unauthorized access, use, disclosure, disruption, modification, or destruction in order to provide confidentiality, integrity, and availability. Assists upper-level management on special projects and studies related to aviation cybersecurity. Collaborates with stakeholders on the formulation of policies which govern division operational and business activities. Represents the agency and senior leadership at meetings with other government agencies and private sector entities.
