As an Operations Support Specialist, you will coordinate with SCOPS teams and professional partners to forecast future conditions and develop objectives to meet agency needs in the areas of physical property management, resource utilization and acquisition, and developing personnel and programs.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/04/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. GS13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Streamlining processes and presenting recommendations to leadership to drive changes in established procedures and methods; Serving as a technical expert in one or more of the following areas: physical security, emergency management, facility management, personal property management, resource procurement, contract acquisition, or lease administration; Developing, interpreting, and analyzing data from multiple sources to implement automated solutions that enhance resource support productivity, data management, and system efficiency; Serving as a primary point of contact for internal and external stakeholders to achieve resource management program objectives, including developing, evaluating, analyzing, and interpreting policies to address and resolve challenges. Organizes, evaluates and improves assigned programmatic area(s) services and processes in a variety of resource management specialties: physical security and space management; property maintenance and accountability; employee safety and health.
Provides extensive technical assistance, guidance, and direct support to office management on a variety of complex matters relating to resource management programs to meet mission requirements and provide continuity across the agency.
Plans, schedules, and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.
Prepares project papers and staff reports, organizes, and delivers briefings to personnel to encourage understanding and acceptance of findings and recommendations.
Participates in projects and studies involving issues resolution, program goals and objectives, work processes, and administrative operations of the organization in the areas of physical property and logistical functions.
Builds and maintains relationships with subject matter expert (SME) contacts within other offices or agencies and communicates with personnel and managers on complex issues and utilizes relationships to assist in resolving issues.
Expertly communicates verbally and in writing to negotiate challenges, resolve conflict, and apply effective solutions. Employs a network of peers and experts in assessing current program needs, implementing improvements and enforcing standards.
Mentors, coaches, and provides technical guidance to lower-grade resource management employees, service center supervisors, and managers.
Plans, develops, schedules, and conducts on the job training and training sessions; identifies programs which require refresher training and/or training in new technologies or emerging programs and initiatives.
