About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Contracting Office. Preferred duty location at one of the following: Vicksburg, MS; Champaign, IL; Alexandria, VA; or Hanover, NH or location negotiable after selection and official duty station will be established in an approved U.S. Army Corps of Engineers office duty location.

Education Requirement: Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes Developing and implementing strategies to incorporate technology to benefit the contracting process to reduce risk and decrease cost; Implementing methods to drive organizational change while maintaining efficiency and effectiveness to meet mission goals; and Diagnosing issues, creating structured procedures, and executing improvements that resolve complex contracting issues. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-04 (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-05 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. Develop and implement strategies that maximize benefit to the Government, i.e., reduce Government risk, select proper contract type, decrease contract cost, increase value.
Recognize when artificial intelligence capabilities are appropriate to improve contracting operations.
