Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Mission Support Directorate in Washington, D.C. Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading enterprise recruitment programs for a large, multi occupational workforce, setting division goals and long range plans, and supervising subordinate supervisors to deliver national recruiting outcomes; Developing and implementing recruitment policies and procedures by analyzing hiring trends and processing best practices to establish performance measures and ensure compliance with DHS/CBP requirements; Conducting program evaluations to assess effectiveness and efficiency while also identifying bottlenecks and implementing process improvements; Managing division budgets and resources and advising senior leadership on options, risks, and decisions. In this position, you will lead the U.S. Border Patrol (USBP) Recruitment Division as a strategic advisor and second-level supervisor, planning, directing, and evaluating complex recruitment and program management initiatives, establishing partnerships, managing budgets and policies, and delivering executive-ready analyses and briefings to drive decisions. You will oversee division objectives and performance, coordinate across DHS and external partners, and ensure compliance with applicable laws, regulations, and policies. This position enables USBP to meet workforce staffing goals and sustain mission readiness in support of CBP's border security mission. This position starts at a salary of $167,603.00 (GS-15, Step 1) to $195,200.00 (GS-15, Step 10). As a Program Manager (Division Director), you will be responsible for leading the USBP Recruitment Division by planning and directing enterprise recruitment programs. Typical duties will include: Planning, directing, and evaluating enterprise recruitment and program management initiatives, establishing partnerships across DHS and external stakeholders, and serving as a liaison and representative for USBP in high level meetings. Developing and implementing recruitment policies and procedures, analyzing recruitment trends and hiring best practices with data analysts, and refining USBP recruitment posture. Managing program budgets and resources, monitoring program performance, conducting evaluations to assess effectiveness and efficiency, and preparing executive reports and briefings for senior leadership. Supervising subordinate supervisors and staff, setting goals and long range plans, assigning and reviewing work, and addressing performance. Directing the resolution of complex planning, evaluation, requirements, and control issues, coordinating outreach strategies, aligning objectives and milestones to accomplish mission requirements in a timely manner.
