THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST, Position Description Number PDD2623000 and is part of the 153d Air Base Group, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
AREAS OF CONSIDERATION: The consideration of qualified eligible candidates will be as follows: Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard. Area 4: All current military members of the Wyoming Air National Guard. Area 6: Current and prior military service members separated from any branch of the military to include US Air Force, US Army, US Navy, US Marine Corps, Reserves, and National Guard components. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position. Interested candidates must have completed the Air Force Qualification Test (AFOQT) and understand that if selected, they must be successfully gained into the 153d Air National Guard as an officer candidate, if not already in the unit. To be considered for a commissioning opportunity, the following are required: a. Must meet the minimum education requirement and possess at least a Bachelor's degree or higher. (Include college transcripts with application) AND b. Must meet Education, General and Specialized Experience requirements and be in possession of DAWIA or FAC-C Level I Certification as indicated below. c. Applicants must have been administered the Air Force Officer Qualifying Test (AFOQT) and received qualifying scores. (Provide proof with application) OR d. Upon notification of selection, applicants must be administered the Air Force Officer Qualifying Test (AFOQT) and receive qualifying scores prior to appointment to the position. Attendance and successful completion of Officer Training School (OTS) and Contracting (64P3) training is required and failure to successfully complete the requirements may result in termination. Prior experience in contracting and supervisory experience is desired. MANDATORY POSITIVE EDUCATION: Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. (Must include legible transcripts with application) GENERAL EXPERIENCE: Must possess experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management; competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade. You must possess at least one year of contracting experience at the GS-11 level. Specialized experience must demonstrate the following: (1) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (2) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (3) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (4) Reviewing contract terms and technical specifications to identify any special requirements. The selected candidate will be required to hold a warrant as a condition of employment and must possess Professional certification and go before a Contracting Officer Review Board (CORB) for a final selection decision. To qualify, applicants must possess a DAWIA (Level I - Professional) certification in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional). NOTE: Education, General, Specialized Experience, and possession of the required DAWIA Certification will be used to determine qualifications for the announced position. Applicants must provide from MM/YYYY - MM/YYYY (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. COMPATIBLE MILITARY ASSIGNMENTS: Must possess or be eligible to retrain into AFSC 64P3, Contracting. DRIVER'S LICENSE: Must possess a valid state's driver's license.
This position is in the 153d Air Base Group's Contracting Office. The primary purpose is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. The purpose is to serve as a project manager and lead contract specialist responsible for exercising at least Level II contracting authority and for administering a wide variety of contracts (including multi-year) in the areas of supplies, equipment, construction, and services. Assignments cover acquisition planning, developing scope of work, contract acquisition packages, advertising, coordinating and leading negotiations, evaluation, award decisions, and post award administration, modifications, changes, settlements, and terminations for a variety of complex contracts. ** This is NOT an all-inclusive list of duties. **
