OR Education: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Combination of Experience and Education: Specialized experience as described above, but less than one year; and some graduate level education as described above, but less than the required one year. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12: Specialized Experience: One year of experience equivalent to the GS-11 level in Federal service which includes 1) performing a full range of pre and post award functions to procure a variety of supplies, services, or construction; 2) analyzing firm fixed-price or similar contract; and 3) negotiating contract prices and terms. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05, GS-07, GS-09, or GS-11 respectively).
At full performance, serves as leader and spokesman for the government during negotiations on negotiated procurements and modifications to existing contracts.
Analyzes and evaluates bids and proposals IAW the Federal Acquisition Regulation (FAR).
Performs oversight of post-award administration duties assigned to CORs and/or ACOs.
Ensures the entire contract process is executed IAW existing policies, procedures, and automated systems.
