You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Special Access Program of NAVAL SURFACE WARFARE CTR CORONA DIV. This is a RE-ADVERTISEMENT of Announcement Number: ST-12841915-26-JRT. Applicants that have previously applied NEED to re-apply to this announcement.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional security specialist assisting in the execution of day-to-day Fleet Training requirements maintaining accountability for the security elements and material within the facility. Examples of qualifying experience include: Ensuring strict adherence to all applicable security doctrine and assist in the development, implementation and enforcement of local Standard Operating Procedures and facility documents. Ensuring material and information is properly accounted for and safeguarded at all times and assist in training requirements for personnel requiring access to facilities located on Naval Air Station Oceana and Dam Neck. You will serve as the Assistant Government SAP (Special Access Program) Security Officer (AGSSO) and as a Navy Continuous Training Environment (NCTE) SAP security subject matter expert.
You will assist the Government SAP Security Officer (GSSO) in administering and accountability of all SAP security elements and material within the NCTE.
You will ensure all SAP Facilities (SAPFs) for the Fleet Training Range Sites are operating in accordance with the owning command requirements.
You will maintain applicable SAP directives, regulations, manuals, and guidelines to adequately discharge AGSSO duties and responsibilities.
You will ensure strict adherence to and will be responsible for assisting in the development, implementation and enforcement of Standard Operating Procedures (SOPs) and facility documents.
You will assist in the processes for preparation, review, and maintenance of personnel and contract clearance documents.
You will communicate requirements and ensure plans are in place for external support to SAPF operations such as security response force, emergency planning, communication networks, and other infrastructure matters that may affect SAPF operations.
You will ensure SAP material/information is properly accounted for, controlled, transmitted, transported, packaged, and safeguarded.
You will assist in maintaining appropriate accreditation documentation for SAPF.
You will manage day-to-day security support for guidance compliance, intrusion detection system, access control system, document control, COMSEC, and visitor control.
You will assist and oversee required work as well as conducts training for all SAP cleared personnel in NCTE SAPFs at NAS Oceana and Dam Neck.
You will collaborate with security officers from outside agencies, and local personnel to negotiate, organize, and lead teams to provide off-site security management.
You will constantly seek out better ways to optimize effort and minimize risk by ensuring that best practices are adhered to and process improvement is part of the security culture.
