Job Description:

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Policy & Programs Group (PPG), Division of Portfolio Management & Strategy (DPMS). As a Supervisory Health Insurance Specialist (Division Director), GS-0107-15, you will lead the division responsible for managing, facilitating, and supporting CMMI's payment model portfolio.

In order to qualify for the GS-15 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Identifying and analyzing financial and policy issues to present strategic solutions to senior leadership; AND (2) Developing and implementing financial policies, strategic frameworks, consulting deliverables, advisory recommendations or implementation guidelines; AND (3) Evaluating financial models, healthcare policies, economic data, or organizational strategies to propose policy modifications or recommendations; AND (4) Supervising a team of direct reports to implement the organization's strategic objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Provide leadership and executive direction for implementing assigned programs within the Division and overseeing staff and contractors as they develop policies and provide cross-cutting technical assistance and support across the Center.
Serve as a technical expert and advisor to the PPG Director as well as the CMMI Office of the Director, responsible for providing guidance on quality and operational policy to support CMMI’s strategic priorities.
Lead CMMI’s strategic portfolio planning, model implementation review and model expansion processes.
Cultivate and maintains liaison with professional associations, providers, contractors, academia, state and legislative entities, Congressional Members, and subject matter experts within the healthcare industry.
Provide technical expertise to support model teams on quality measurement.
