Minimum Qualifications: A minimum of four years experience that demonstrates knowledge and experience in applying the principles, methods, techniques and theories of field engineering to oversee the management and administration of facilities and maintenance functions. Knowledge of work methods and practices of various building trades. Ability to supervise and communicate orally and in writing in a professional manner. Possesses skills to use Microsoft Office Suites and associated peripheral equipment and software in order to accomplish daily operations. Ability to manage computerized maintenance management system. Work requires standing, walking, bending, and lifting. Must have and maintain a valid drivers license.
Summary of Duties: The incumbent's responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Facilities and Maintenance Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbent's essential purpose and focus of main effort. Supports the Facilities and Maintenance Branch Director in the administration and management of the Marine Corps Community Services (MCCS) Facilities and Maintenance Branch (FMB) to include facility and maintenance repair, renovations, minor construction, budgeting, contract, bid proposals, billing for services, facility planning and control of repair and maintenance of equipment in support of activities. Oversees construction repair and alteration of buildings and outdoor facilities. Reviews and approves drawings. Serves as the primary point of contact in the absence of the FMB Branch Director with Base and Headquarters elements on construction and maintenance matters. Evaluates potential liabilities and consequences as it pertains to MCCS facilities infrastructure and employee safety. Supervises the MCCS Safety and Environmental Officers. Complies with Environmental Protection Agency standards and works directly with Environmental Affairs and Base Safety on regulatory compliance, training and documentation. Verifies that inspections are being conducted by the appointed personnel. Responsible for compliance with all Federal, State, and base regulations pertaining to hazardous materials and air and ground contamination. Provides appropriate guidance in cases of accidental spills or potential chemical injuries. Maintains testing records for air quality inventories. Complies with all preventive maintenance requirements for equipment and vehicles. Must be able to meet all requirements for enrollment and must participate in the installation respiratory program. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans, reports and exercises authority on approved budget. Manages new property resources and provides direction of facility renovations and improvements. Develops long range plans in conjunction with internal operating directives. Directly or indirectly through subordinate supervisors, supervises employees. Coaches and trains employees, schedules/directs work, appraises work performance, manages leave and personnel actions. Oversees the development and implementation of a risk management program that includes, but is not limited to, occupational safety and health, fire and environmental programs. Provides recommendations for appropriate action for non-compliance abatement. Ensures new employee training is provided. Reviews employee/patron injury reports to detect trends and recommend corrective action. Required to work in a standby or on call status in support of the after-hours maintenance help desk. Performs other duties as assigned. May be required to travel for temporary duty assignment. This is a white-collar position where occasional lifting up to 20lbs may be required. Must be alert to substance abuse and take appropriate action. Advises employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents/injuries to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand that safety infractions can result in disciplinary action and follows through with appropriate action. Ensures minimal loss of duty by complying with Return to Work program initiatives and following up on employee well-being.
