This position is located in the Office of Transit Safety & Oversight. The ideal candidate will lead efforts that target transit industry implementation of transit safety and security policy through stakeholder outreach, communication, and technical assistance; lead oversight efforts to ensure compliance with applicable safety, security laws and agency regulations.
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience with leading the evaluation of a program for compliance with statutory and regulatory requirements. Experience independently developing policies, strategies, plans, rules, regulations, or guidance. Experience independently delivering presentations and training to internal and external stakeholders and conveying agency policies to stakeholder groups. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance – Knowledge of procedures for assessing evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Strategic Thinking - Formulate effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examine policy issues and strategic planning with a long-term perspective. Determine objectives, set priorities and anticipate potential threats or opportunities. Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). As a Senior Program Analyst (Safety Policy), you will: Oversee efforts to design, develop, implement, and evaluate national level policy, including strategies, plans, rulemaking documents, public notices, guidance, training, and technical assistance. Lead oversight efforts of regulated stakeholders and carries out reviews, audits, or examinations to determine compliance with applicable laws and agency regulations. Interact directly with internal departmental, interagency, and civic working groups and stakeholders, to address cross-cutting issues. Participate in the design and development of research and data analysis products using quantitative and qualitative analytic techniques. Develop and deliver guidance and technical assistance to stakeholders to advance policy implementation. The ideal candidate for this position has extensive experience with leading policy development, strategy, planning or rulemaking activities; and/or safety and security policy or Safety Management Systems (SMS) experience. Transportation or public transit experience preferred. This ideal candidate will take on and oversee complex projects or programs, work with a wide range of stakeholders, and understand compliance programs.
