THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR, Position Description Number D1295000 and is part of the PA Field Maintenance Shop 2, National Guard. 1 or more Position(s) may be hired against this Announcement.
APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at Field Maintenance Shop # 2 Military Grades: ENLISTED E8-E9 Supervisor for this position is MAJ Baney *NOTE: Accessioning into this position is contingent upon verification of Confidential Security Clearance *NOTE: If you're a new supervisor in the Federal Government civil service, you may have to complete a one-year probationary period. GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: Experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems. Experience which has provided a thorough knowledge of diagnostic equipment. Experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems. Experienced in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MP3) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3. As a SURFACE MAINTENANCE MECHANIC SUPERVISOR, WS-5801-13, you will plan on a quarterly or longer basis, the overall use of subordinate personnel and resources under their control. Assign and explain work requirements and operating instructions to subordinate supervisors, set deadlines, and establish the sequence of work operations to be followed. Assure that subordinate supervisors effectively carry out policies to achieve management objectives. Develop, publish, and ensure employee compliance with standing operating procedures for the activity supervised. Prepare for and participate in various types of readiness evaluations, inspections, mobilization and command support exercises. Perform other duties as assigned.
