This vacancy is for a Management and Program Analyst in the Bureau of Industry and Security within the Department of Commerce.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Evaluating work activities to identify more efficient and effective methods for accomplishing program objectives; Preparing analytical and statistical reports and providing technical advice; and Conducting comprehensive studies on various operational and administrative procedures. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Developing new or modified administrative program policies, regulations, goals, or objectives; Advising and proposing resolutions to customers on situations and issues related to program areas; and Utilizing oral communication techniques to present findings and implement recommendations.
As a Management and Program Analyst, you will perform the following duties: Monitors, analyzes, and reviews comprehensive procedures related to Office of Planning, Evaluation, and Management (OPEM) operations and acts as a liaison for assigned offices. Reviews and analyzes the administration of specific OPEM program areas to ensure compliance with goals and objectives of that particular focus. Advises and makes suggestions to OPEM Director and process improvement programs of broad scope and mission impact to assigned area(s); reviews and interprets new and established directives, instructions and regulations. Analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives.
