This vacancy is for a Management and Program Analyst in the Bureau of Industry and Security within the Department of Commerce.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Advising and providing support to management on Human Capital requirements, methods and procedures. Providing and relaying information on human resources laws, regulations, principles, practices, policies, or methods associated with strategic human capital management. Analyzing and evaluating the effectiveness of Human Capital/Personnel program operations in meeting established goals and objectives. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Advising and providing end-to-end support to management on Human Capital requirements, methods and procedures. Independently interpreting and applying human resources laws, regulations, principles, practices, policies, or methods associated with strategic Human Capital management. Analyzing and evaluating the effectiveness of Human Capital/Personnel program operations in meeting established goals and objectives. Presenting briefings, issues, or recommendations both orally and in writing to department leaders on Human Capital/Personnel topics.
As a Management and Program Analyst, you will perform the following duties: Advises employees and managers on human capital requirements, methods and procedures. Monitors, analyzes and reviews comprehensive procedures related to personnel and acts as a liaison for assigned offices. Recommends solutions in resolving Human Capital issues which impact the organization. Makes suggestions to supervisor for process improvements. Reviews and interprets new or existing policies, directives, instructions, regulations, and delegations of authority for potential impact on major program objectives, operating policies, work operations and progress and applies them to various Human Capital matters.
