Job Description:
You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST, COMPTROLLER in the NAVY INTERNATIONAL PROGRAMS OFFICE of NIPO FMS FIELD OFFICE.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with and having knowledge of DoD regulations, policies and directives applicable to financial management; to design and recommend and implement further guidelines, policies and instructions; and to determine effect on programs and related resources. Experience working with and having expert knowledge of data analysis to interpret interrelated financial reports and documents. Experience working with and having expert knowledge of accounting practices and procedures to include the DoD Financial Management Regulation (FMR) and federal appropriation law. Experience working with and having comprehensive knowledge of the concepts, principles, practices, laws and regulations of budgeting formulation, budget execution and financial audits. Experience working with and having knowledge of the Foreign Military Sales Admin (FMS-Admin), Operations and Maintenance, Navy (OMN), and Research, Development, Test & Evaluation (RDT&E) budgets policies and procedures. You will be responsible for directing, planning, managing, and evaluating the Financial Management Staff activities.
You will serve as the Comptroller, managing all budgetary and financial activities, under the Director, Navy International Programs Office.
You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources to facilitate accomplishment of the organization's mission.
You will develop internal guidance and processes in relation to the execution of financial resources and other internal operations.
You will research and develop financial accounting positions, policies and procedures based upon relevant authoritative guidance.
You will be responsible for interviewing candidates for subordinate positions; recommends hiring, promotion or reassignments.
