This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Grandfathering Provision. Grade Determinations: Supervisory Social Worker, GS-13. Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. The Supervisory Social Worker serves in a primarily administrative position with authority and responsibility for providing administrative support to the Chief of Social Work. The position will oversee the practice of all the HUD-VASH (Housing and Urban Development VA Supportive Housing) program staff. This is a VHA priority program and involves working carefully with community-based Grant & Per Diem programs, Contract Emergency Housing, Homeless Outreach, Veterans Justice Outreach, Community Employment, and Coordinated Entry. The incumbent must demonstrate excellent skills in communication and program coordination to achieve VA 's goal of eliminating homelessness among Veterans. Duties include but are not limited to: Serves as a liaison to other Service or care-lines within the organization and is responsible for the management, administrative/operations, supervision, and clinical aspects of the Homeless Program in the Social Work service to include GS 12 and below social work staff. Direct clinical services will be intermittent to include emergent coverage for staff. Responsible for monitoring the efficiency, effectiveness, timeliness and quality of HUDVASH (Housing and Urban Development VA Supportive Housing) program services. This includes development and monitoring of quality indicators; program manager review mechanisms; review of workload data from Vista and DSS. S/he reviews staffing patterns and work assignments within assigned area to ensure that staffing levels are appropriate to meet workload demands. Supervises a group of employees performing work at the GS 12 levels and below, including advanced practice social workers. Provides administrative, technical, and clinical supervision necessary for accomplishing the work of these units that make-up the HCHV. Performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent works to resolves informal complaints and grievances. Performs a wide range of services and may provide technical assistance to State, local, and private agencies, and universities. Technical assistance provided to monitor activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. Performs other related duties as assigned.
