This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Superintendent, House Office Buildings, Assistant Superintendent, Tenant Services Division, Painting Branch, Painting Day or Night Section. The incumbent serves as a Decorative Plasterer and Painter Leader.

Tour of duty for this position is Sunday - Thursday 9:00 p.m. - 5:30 a.m. The incumbent serves as a Decorative Plasterer and Painter Leader. Performs difficult and intricate decorative maintenance, repair and new construction on unusual, unique and historically priceless plaster walls, ceilings, cornices and moldings. Maintains and repairs plaster walls, ceilings, cornices and moldings in the House Office Buildings (HOB), which are among the most architecturally impressive, symbolically important and historic buildings in the world. Performs decorative plastering on renovation and new construction on all types of backgrounds such as metal, wood or gypsum lathe, wallboard and masonry surfaces. Utilizes standard methods and special finishing techniques to perform coating work on furnishings and buildings. Duties include, but are not limited to: Distribute tasks to be performed by individual members of the work group; work along with other workers and set the pace; demonstrate proper work methods; ensure that needed plans, blueprints, materials and tools are available and that needed materials are obtained; obtain necessary information or decisions from supervisors on problems that come up during the work shift; maintain current knowledge on procedures, policies, written instructions and other directives; see to it that the workload is evenly distributed and balanced among workers; check work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods and deadlines have been followed; urge or advise other workers to follow supervisor's instructions and meet deadlines; report to supervisors on status and progress of work and causes of work delays; and answer supervisors' questions on overall work operations and problems. Repair on unique and historically significant plaster walls, ceilings, cornices and moldings. Repair ceiling centers, ceiling panels, columns, corbel arches, corbel blocks, cornices, edge moldings, gable trims, molded carvings, pedestals, pediments, pilasters, plaster domes and plaster fire surrounds. Prepare surfaces for coating. Prepare woodwork by applying solvents to remove old finishes. Remove old paint from interior and exterior walls, doors, baseboards, floors and interior trim. Scrape, sandpaper or apply paint remover as needed to prepare surfaces for refinishing. Tape, mortar or apply topping cement to joints between dry-wall board sheets to fill joints and nail heads and bring joints into smooth, even planes. Smooth surfaces by wet brushing and sanding. Install metal lath and applies exterior plaster. Plumb and straighten angles, ceilings, corners and wall surfaces. Staple on wire-mesh frames or roughen surfaces with mechanical hammers. Tape, block, finish and sand drywall surfaces. Prime area with a stain blocking primer when painters need assistance with workload. Coordinate with unit supervisor to prepare scopes of work, cost estimates and schedules of proposed work to be performed by contract workers. Oversee and direct the work of temporary laborers. Utilize personal computer to record work orders, prepare requisitions for materials, tools and equipment, track material inventory and communicate with supervisors and organizational staff. Perform other related duties as assigned.
