You will serve as a TRAINING SUPERINTENDENT in the PRODUCTION RESOURCES DEPARTMENT, CODE 900T, EMPLOYEE DEVELOPMENT & QUALITY DIVISION of PORTSMOUTH NAVAL SHIPYARD. ***TEMPORARY PROMOTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT without further competition***
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience training and developing production trade resources, and supporting all training to include nuclear, nonnuclear, radiological, SUBSAFE, safety, security, and interpersonal skill development programs. Experience utilizing comprehensive knowledge of the principles of instructional design and execution. Experience delegating authority in oversight of multiple production training programs required to meet the shipyards mission. Experience utilizing extensive technical and administrative knowledge of the shipyard work operations, including nuclear and radiological requirements, skills and shop practices. Experience determining the most appropriate principles, practices and methods to apply; interpreting regulations on his/her own initiative; and resolving most of the conflicts that arise. You will plan, organize and direct the activities of the Production Resources Training Division to ensure personnel are knowledgeable of, and able to perform work, in compliance with the guidance, policy and regulatory requirements.
You will ensure the quality, efficiency and effectiveness of the Department's training and development practices.
You will provide comprehensive learning and development plans for employees starting at entry level and continuing throughout their career.
You will make judgements and decisions which may be considered to be extreme within the context of standard guides, precedents, methods and techniques.
