Job Description:

You will serve as a SUPV HR SPECIALIST (RECRUITMENT & PLACEMENT/COMPENSATION) in the TALENT ACQUISITION SHIPYARD DIRECTORATE and TALENT ACQUISITION WEST DIRECTORATE of the OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing staffing and placement services for major activities and claimants supporting Department of Navy (DoN) operations and ensuring current and future federal civilian workforce needs; managing a human resources division in planning, developing, and directing comprehensive human resources programs in line with complex Federal technical/regulatory guidance and processes to implement administrative and operational policy with consistency across the board; providing expert advice and guidance to subordinate supervisors and activity managers on human resources functional programs on most difficult staffing and placement issues, such as Reduction in Forces (RIFs), transfer of functions, Priority Placement Program (PPP) qualifications, interpretation of the Office of Personnel Management (OPM) standards, veterans programs, special hiring authorities, etc.; maintaining high levels of human resources work production with accuracy and effective human resources services; and providing complex advice and counsel to senior management officials on staffing and placement, selections, classification, and workforce shaping via thorough analysis, research, and troubleshooting various human resources issues for resolution. You will participate in special projects and initiatives and perform special assignments as required and identify the need for and initiate special projects and studies affecting assigned area of responsibility.
You will serve as the Division Head with full responsibility for managing Staffing, Workforce Reshaping, Classification, Records Management and Placement services.
You will manage supervisory responsibilities for the management of a Recruitment and Placement Division with a large senior and journey-level staff consisting of Human Resources Specialists and Assistants via subordinate GS-13 level supervisors.
You will plan, organize, direct, coordinate, and oversee work through subordinate supervisors and provide expert advice regarding federal human resources policies, regulations, procedures, and directives.
You will expertly use mastery of advance Federal human resources principles, laws, concepts, regulations and practices to resolve complex and controversial human resources issues affecting the operations of military installations and commands.
You will establish, develop, and maintain effective working relationships with internal and external customers in regards to staffing, recruitment and placement.
