This position is located in the Department of Education (ED), Office of Financial Aid (FSA). The Office of Federal Student Aid and its subordinate Business Units are responsible for awarding billions of dollars in federal student aid funds to students and their families for education beyond high school.
Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience managing, analyzing, and implementing student loan repayment plans. 2. Experience monitoring, analyzing, and resolving loan servicing issues. 3. Experience working with Federal Student Aid systems and tools. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in researching and analyzing issues received from various systems and the Federal Loan Servicers through various channels. 2. Skill in oral and written communications and staff coordination. 3. Ability to monitor and analyze data, reports and loan and repayment information from multiple sources. 4. Ability to adapt, interpret, or create new methodologies addressing problems and issues, and recommends needed changes to general policies and guidelines. 5. Skill in managing organizational and programmatic changes.

As a Program Analyst, GS-0343-13, you will be responsible for: Assisting in planning, coordinating, and administering programs and business processes across the organization. Assisting in attaining program goals and objectives including, but not limited to, the management and servicing of Title IV student loans and campus-based programs, repayment plans, credit bureau reporting, default management, etc. Coordinating and communicating across a variety of organizational levels. Orchestrating both intra-office and inter-office cooperation for task accomplishments within the organization, locally and regionally. Working with multiple FSA systems and Title IV federal loan servicers related to the servicing of Title IV loan programs. Developing and recommending operational policies and procedures by evaluating existing practices, identifying problems, and proposing enhancements to optimize efficiency and effectiveness. Coordinating the systems change management process related to FSA systems, including Federal Loan Servicers, and facilitates meetings with vendor teams to address questions and issues.
