The primary purpose of this position, Wildland Firefighter (Prevention), GS-0456-08 potential GS-0456-09, is to provide technical guidance, program development and review, and to plan, coordinate, and evaluate an integrated fire management program to achieve Wildland Support Module objectives.
This position is a developmental GS-08 target GS-09 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-08). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: The applicant must have one year of specialized experience at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade of GS-07, or equivalent in other pay system. Specialized experience is described as but are not limited to (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) forest fire control, prevention, or suppression work; (3) rescue operations; (4) detection, reduction, or elimination of potential fire hazards; (5) operation of fire communications equipment when it requires specialized knowledge of firefighting techniques, equipment, and procedures to prevent and manage fires; (6) controlling hazardous materials incidents and/or (7) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of concepts, principles, practices, techniques, and procedures of natural resources management and wildland fire ecology to effectively perform functions associated with planning, project development, and advisory services for wildland fire management. 2. Knowledge of wildland fire ecology, fire behavior, fire hazard and risk analysis, fuel volume and flammability assessment, and wildland firefighting techniques sufficient to prepare independently complex fuels management and fire prevention/suppression plans and programs. 3. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards. 4. Knowledge of safety, security, and EEO regulations, practices, and procedures. 5. Ability to analyze, plan, and adjust work operations to meet wildland fire requirements and objectives within available resources. MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a Firefighter. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR qualified veteran preference eligible covered by title 5 U.S.C. 3307. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Must obtain within two years and continuously meet requirements for a National Wildfire Coordinating Group (NWCG) qualifications for Type 4 Incident Commander (ICT4). Duties at the full performance grade GS 9 level are Prescribed Fire Burn Boss Type 2 (RXB2), and Single Resource Helicopter Manager Trainee (HMGB-T). *PHYSICAL DEMANDS: Perform strenuous physical activities such as lifting heavy firefight equipment, climbing standard and aerial ladders, and lifting and carrying people and equipment for rescue and salvage. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. *WORK ENVIRONMENT: Firefighters are regularly exposed to a variety of dangerous situations such as fires that are out of control, toxic spills, or possible explosions. Hazards include: Burns, dehydration, and other effects of heat, smoke inhalation, falling materials, or explosions; Exposure to toxic materials and chemical, biological, radiological, nuclear, and explosive agents; Physical injury and sensory damage from firefighting activities and noise levels; Dealing with victims in varying stages of fright, panic and injury; Operating or riding on fire truck under adverse conditions or flying in aircraft to reach crash sites of fires in outlying areas. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. *Special Retirement Provisions Authority: Position may be covered as a secondary position under the provisions of 5 USC 8336(c) and 8412(d) once approved by the Under Secretary of Defense.
-Develop short and long-range fire management plans. -Analyze the wildland fire policies and standards received from federal and state agencies. -Lead prescribed fires and initial and extended attacks on suppression of wildfires. -Operate mobile firefighting equipment, e.g., tenders, engines, tractor/transports and/or all terrain vehicles (ATV's).
