Job Description:

This vacancy is for a GS-1102-14, Contract Specialist located in the United States Coast Guard's Acquisition Directorate (CG-9), Director of Contracting and Procurement/Head of Contracting Activity (HCA) (CG-91) in ALEXANDRIA, VA.
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. You MUST meet the following requirements: EDUCATION: To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Specialized experience may include the following: Exercising warrant authority to award and modify contract actions, ensuring adherence to delegated thresholds and organizational goals. Managing a diverse workload by supervising and mentoring multiple contract specialists, ensuring timely and accurate execution of procurement actions. Developing acquisition strategies and plans for both complex and routine contract requirements, addressing program needs and risk mitigation. Providing expert guidance and oversight on contract actions to contract specialists and program partners, ensuring alignment with acquisition objectives and regulatory requirements. Providing and editing contract documents to ensure compliance with federal acquisition regulations, agency policies, and procurement best practices. NOTE: Education cannot be substituted for experience at this grade level.
You will serve as a contracting specialist/contracting officer with complete responsibilities to plan and execute all contractual actions as assigned. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serves as a senior advisor consultant and liaison to top management officials, policy makers, and non-governmental organizations and instructions on challenging, new developments in contracting/procurement initiatives Manages acquisitions involving diverse areas such as major acquisitions, state-of-the-art systems and subsystems, engineering and technical support service. Acts as the chairperson or as a participant on formal Source Solution Evaluation Board (SSSEB) for competitively negotiated procurements subject to Federal Action Regulations Parts 12, 13, 14, 1 and 16. Conducts in-depth compliance and evaluation of complex, unusual, or unprecedented contract activities requiring higher-level approval. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.
