As an Human Resources Specialist (Classification), you will perform a full range of activities in classification including position review, organizational management, desk audits and advise management on classification and position management issues.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/08/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Researching and interpreting a variety of personnel regulations to resolve classification issues; Applying a full range of position classification and position management principles to make definitive determinations in the proper crediting of factor levels, allocation of grade levels, and to document grade distinctions; Communicating and delivering briefings, staff reports, and correspondence to provide recommendations to management on organizational structures, grade levels, and position management. OR You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying human resources management concepts, laws, policies and practices to solve classification issues and make recommendations; Making final determinations on the ultimate allocation of grade levels to positions and documenting grade distinctions with supporting criteria and justification; Resolving complex classification problems and communicating results to all levels of management; Performing desk audits and providing position management consultation. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying a broad spectrum of Human Resource knowledge skills and abilities, to provide expert classification advice, guidance, and policy interpretation on a wide range and variety of complex HR issues; Providing expert level advice in the areas of position classification and position management to USCIS managers, employees, and mission support staff; Performing program and project oversight for classification initiatives; Providing technical advice to lower-graded HR specialists, to facilitate full position classification and management advisory services; Please read the following important information to ensure you submit everything we need to consider your application: It is your responsibility to ensure that you submit your responses and appropriate documentation prior to 12/08/2025. Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Human Resources Operations Center and are assigned based on the need of the agency.
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Serve as technically skilled Human Capital Subject Matter Expert assisting agency level senior partners in complex and often-unidentified strategic opportunities using various creative, legally supportable, and current best practices.
Provide in-depth classification and position management support to professional, administrative, technical, and other series positions, including new or evolving positions where organizations serviced are complex and everchanging.
Gather, interpret, and present classification analytics to senior officials and provide advice and support to managers, supervisors, and other support staff on classification matters for a variety of occupations.
Provide expert advisory and training services for field support staff located throughout the agency and prepare, review, and verify information for reorganizations and position reviews.
Advise management on a wide range of classification matters.
Apply a broad spectrum of Human Resource knowledge skills and abilities to provide expert classification and position management advice, guidance, and policy interpretation on a wide range and variety of issues.
