Job Description:
You will serve as a SUPERVISORY PROGRAM ANALYST in the Naval Air Warfare Center Aircraft Division, Systems Acquisition Group, and Program Management Department of NAVAIRWARCENAC DIV. The incumbent is the Acquisition Lead and responsible for acquisition management & providing acquisition management support IWA with DoD & SECNAV's acquisition processes. Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band (NM-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and coordinating all acquisition documentation for all ACAT level programs including, but not limited to, Acquisition Plans (AP), Acquisition Strategies, Justification & Authorizations and Acquisition Program Baseline Agreements (APBA) and utilization of a program management tool (PMT); 2) Reviewing, analyzing, and implementing higher level procurement policies as well as leading all Procurement Planning Conferences, executing Procurement Planning Agreements and providing technical assistance with procurement initiation and Procurement Initiation Documents (PMT); 3) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition (i.e. Contract Performance Assessment Reports (CPARs), Informal Performance Assessment Reports (IPARs), the Research, Development, and Acquisition Information Systems (RDAIS), OSD's DAES and Congressionally mandated SARs); 4) Advising on policy, approaches, and procedures to improve efficiency and effectiveness of acquisition management practices within the PMA organization and recommending methods to improve the movement of procurement documents; 5) Coordinating with IPT Leaders and program management personnel to ensure compatibility between acquisition planning/management requirements and activities and technical and programmatic initiatives; 6) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command in addition to advising leadership of the intent of new or revised acquisition policy and guidance issued by higher authority and its potential to alter existing acquisition practices and operations; and 7) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities. You will provide acquisition expertise, coordination, and support to IPT Lead and the PM/PDPM for all ACAT and non-ACAT programs.
You will coordinate all external acquisition performance reports including CPARs, IPARs, the Research, Development, and RDAIS, OSD's DAES and Congressionally mandated SARs.
You will develop and coordinate all acquisition documentation for all ACAT level programs such as Acquisition Plans (AP), Acquisition Strategies, Justification and Authorizations and Acquisition Program Baseline Agreements (APBA).
You will serve as the primary interface with external organizations, including PEO, NAVSEA, ASN, OPNAV, and OSD, regarding all acquisition matters.
You will lead all Procurement Planning Conferences and execute Procurement Planning Agreements and providing technical assistance with procurement initiation and Procurement Initiation Documents.
You will advise on policy, approaches, and procedures to improve efficiency and effectiveness of acquisition management practices within the PMA organization.
You will coordinate with IPT Leaders and program management personnel to ensure compatibility between acquisition planning/management requirements and activities and technical and programmatic initiatives.
