Job Description:

This position is located within the Research and Development Service at the VA Medical Center in Syracuse, NY. The Health Science Specialist - Research Study Coordinator is fully responsible to manage clinical tests, collect data, recruit, manage subjects for clinical trials, and provide high level technical support of projects in a comprehensive research setting.

You must be proficient in basic written and spoken English in order to perform the duties of this position. ~AND~ To qualify for this position, you must meet the following Basic Education Requirement for the 0601 series: Basic Education Requirement: You must have successfully completed a Bachelor's or graduate/higher-level degree, with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the Health Science Specialist - Research Study Coordinator. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Education cannot be credited without documentation. ~AND~ In addition to the basic education requirement, to qualify for the GS-9 level, you must meet one of the following requirements: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Health Science Specialist - Research Coordinator and that is typically in or related to the work of the position to be filled. Specialized experience includes experience coordinating and managing the day-to-day clinical research projects and programs; recruiting, screening, enrolling and following-up on human research subjects; managing and coordinating research administrative activities; conducting analyses of work processes to evaluate programmatic efficiencies or inefficiencies; understanding human research practices to communicate effectively with staff and management; gathering study data to prepare and present briefings; ; and utilizing computer-based programs to maintain databases, produce reports, research information, etc. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successful completion of two (2) years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree related to the position that provided the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. To qualify for this position at the GS-11 level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Health Science Specialist - Research Study Coordinator, and that is typically in or related to the work of the position to be filled. Specialized experience is experience applying knowledge of the principles, practices, procedures and techniques required to conduct clinical health services research, and a comprehensive understanding of the regulatory requirements and ethical principles that guide human subject research; planning, scheduling, conducting and translating clinical health services research and study data; managing the operations of a research program and providing administrative support; interviewing and providing clinical research information to clinical participants; presenting data in research reports and assisting in the creation of various documents such as letters, memorandums, presentations. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successful completion of three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the Health Science Specialist - Research Study Coordinator position. Education cannot be credited without documentation. ~OR~ Combination: A combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that provided the knowledge, skills, and abilities necessary to do the work of the Health Science Specialist - Research Study Coordinator position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Computer Skills Database Administration Planning and Evaluating IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with occasional walking, standing, and handling/carrying items such as paper and books. ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The major duties include but are not limited to: Ensures research protocol development, coordination and technical management in a comprehensive research setting, providing day-to-day data management and site support; Manages implementation, control and reporting on clinical tests; Implements data collection and monitors protocols for difficult clinical research studies; Administers or monitors administration of tests and measurements required by project design; Records data from samples and specimens to ensure that all tracking data is organized and monitored during study progress; Ensures data collection and transmission activities are compliant with applicable data security and privacy policies; Oversees, screens, and evaluates recruitment of candidates for clinical research studies; Uses objective rating techniques to identify potential candidates for participation in study where project design is complex; Performs informed consent process and continuously educate participants on study processes and procedures; Analyzes processes and documentation to ensure compliance with all technical, regulatory requirements and information safety regulations; Organizes and maintains all study documents for management, data, record keeping, and/or compliance purposes; Gathers statistical and narrative data on project status; and, Perform other related duties as outlined in specific research protocols.
