This position is located with Bonneville Power Administration, in the Transacting, Credit, Insurance Risk Management organization (CBC), Compliance, Audit & Risk Management organization (C). A successful candidate in this position will serve as the Transacting, Credit, Insurance Risk Manager & as a member of the C management team responsible for developing, implementing & evaluating programs & policies to ensure the timely delivery of products in support of BPA's strategic business objectives.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized Experience is defined as experience in: 1) conducting risk assessments that identify, measure and establish controls to mitigate risks; and 2) administering programs to ensure agency actions are compliant with BPA policies and regulatory requirements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. As a Transacting, Credit, Insurance Risk Manager, you will: Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate. Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Make decisions on work problems presented by subordinates and by contractors. Lead the development and implementation of prudent credit risk management methodologies, credit limit structures and systems that align with BPA's risk tolerance levels and are appropriately reflected in BPA's Risk Management Policies. Apply a mastery of quantitative transaction and credit risk metrics and portfolio valuation methods and systems sufficient to effectively lead risk analytic functions at an electric power utility and mastery of energy and related financial market transactions and risk control procedures for market and credit exposures sufficient to effectively lead middle office functions at an electric power utility. Implement a rigorous and coordinated approach in providing oversight of the market, financial and operational risks associated with BPA's primary commercial transaction activity. Perform risk monitoring and analysis to ensure compliance with Bonneville's risk policy requirements, federal regulatory statutes, evaluate and mitigate counterparty credit risk, and conduct financial risk analyses.
