Job Description:
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Division of Rebate Agreements & Drug Price Negotiations. As a Supervisory Health Insurance Specialist, referred to here as Supervisory Drug Pricing Lead (Negotiation), GS-0107-14, you will develop the processes for maximum fair price negotiations with pharmaceutical manufacturers for Part D and B drugs selected for negotiations or renegotiation.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing and performing clinical data analysis and research to support payer decision-making, such as for major healthcare and insurance programs; AND 2) Providing technical leadership for complex drug pricing or payment reform projects; AND 3) Implementing drug pricing strategies, for example, in negotiations with drug manufacturers or payers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Direct the work of division staff - plans work to be accomplished, sets and adjusts short-term priorities, assigns work, and prepares schedules for completion of work.
Serve as a technical expert and resource on the Division’s activities and operations.
Oversee efforts to develop the methodology necessary to implement maximum fair price negotiations with manufacturers of drugs selected for negotiations or renegotiation.
Brief leadership on the most complex or controversial programmatic policy issues, recommends resolutions, advises leadership of problem areas, and formulates recommendations.
