One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience such as: Experience with automated financial and information system design and processing principles, techniques, policies and regulations related to Electronic Commerce (EC); identifying, documenting and recommending system and database requirements; or conducting studies and providing recommendations on incorporating EC solutions. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. ** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. ** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Reviews, analyzes, and interprets directives concerning Electronic Commerce (EC) solutions managed and overseen by the team for DFAS based on OMB, Congressional, and DoD requirements.
Develops and updates team related project plans, tactical plans, memoranda, supplements, and other directives for which the team is responsible.
Provides technical guidance for solutions and planning problems that consider the broad range of information systems including finance and accounting systems and integration of other Departmental EC solutions.
Plans, organizes, and develops EC studies and forecasts.
Prepares and ensures implementation of plans to manage fielding, training, logistic and maintenance support, regeneration and disposition of EC systems and processes.
Determines search strategies to be used, user membership rules, record relationships, and data compression techniques.
Extracts information from system databases as requested by systems users, management, and others as required.
