Job Description:

This position serves as the Investigations Assistant Operations Manager for the Dept of Veterans Affairs, providing executive leadership, policy development, and national oversight of the EEO Investigations Program. Manages multimillion-dollar contracts, directs nationwide investigative operations, and advises VA leadership on compliance, program effectiveness, and workforce equity
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: 1) Leading an agency wide EEO investigations program, developing and implementing investigative policies and procedures, and advising senior leaders on compliance and process improvements. 2) Managing multimillion-dollar contracts, budges, and staff to meet national EEO program goals, ensuring resources and performance metrics align with mission priorities. 3) Supervising subordinate supervisors and professional staff, setting priorities, evaluating performance, resolving issues, and promoting an equitable, high-performing workplace. 4) Advising executives on complex EEO issues, negotiating resolutions to systemic problems, and representing the organization in interagency or policy forums. 5) Analyzing investigative data to identify barriers, measure results, and implement corrective actions that improve program timeliness, quality, and compliance. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized at the required grade level). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Oversees nationwide operations of the VA EEO Investigations Program to ensure timely, high-quality, and compliant investigations. Directs development, monitoring, and adjustment of operating plans to ensure objectives within fiscal and staffing constraints. Assigns work, establishes priorities, and delegates authority to subordinate supervisors. Evaluates subordinate supervisor's performance and provides leadership direction. Executes national policies, operating procedures, and performance measures governing investigative operations. Advises ORM executive leadership on strategic direction, program design, and process improvement initiatives. Oversees administration of a multimillion-dollar EEO investigations contracts. Ensures investigative activities uphold confidentiality, due process, and integrity standards Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
