Serves as an Aviation Safety Analyst in the Flight Standards Service General Aviation and Commercial Division, Operations Branch, AFS-830. Provides review internal and external documents includes, but is not limited to, rule-making documents, guidance, advisory materials, technical evaluations, and safety promotion material. Incumbent will develop and review regulatory requirements for new and novice operations, traditional aviation, and promoting safety in the national airspace systems.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes advanced knowledge of General Aviation and Commercial division archive systems, associated goals, priorities, policies, and commitments of the assigned organization and their interrelationship with other internal and external programs and activities. Mastery of a wide range of qualitative and quantitative methods for assessing or improving management processes and systems and for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Advanced knowledge of general aviation safety policies and procedures related to FS systems and development of best practices. Review and analyze a document or situation and report to managers or senior executives on the potential issues presented by the policy being developed. Responsible for assisting the subject matter experts in planning and the implementation of activities related to the continual improvement of general aviation safety. Conducts thorough research by appropriately identifying and analyzing relevant legal and factual issues and arguments. Assesses legal strengths and weaknesses of available arguments to provide accurate, complete, and practical legal advice and conclusions. Experience and advanced knowledge applicable to FS systems and the various system types, in order to support identification and successful resolution of challenging and complex issues affecting the programs. Serves as a specialist in safety policy analysis as it relates to existing and proposed FS guidance. Conducts comprehensive legal reviews of and evaluates existing regulations, as well as FAA policy and directives relating to program planning, performance measurement, program review and validation documentation for systems quality, associated security assessments, and potential conflicts across multiple LOBs. Prepares and reviews reports for the AVS leadership and may be called upon to present recommendations and findings to both internal and external stakeholders holding a shared interest and responsibility of FAA Flight Standards systems. Uses analytics and technical expertise to identify and sponsor communication with internal and external stakeholders through collaborative efforts with other offices thru participation in panels and/or workgroups. Establishes collaborative relationships with internal and external stakeholders to help inform risk-based decision making and mitigate policy infractions. Interfaces and participates as a member of internal/external workgroups to develop partnerships that help mitigate error submissions and enable the Service to more efficiently identify potential risk in the NAS.
