This vacancy is for a GS-0346-13, Logistics Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-SFLC WMEC ENGINEERING and PROJECTS BRANCH-NORFOLK VA in NORFOLK, Virginia.
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Determining logistics modernization issues and influence future courses of action and conducts special studies analyses on logistics problems, concepts and policies across logistics functions. Evaluating resource plans, programs, and budgets as they impact supportability of logistics and track multiple complex projects and keep them on time and within budget through the application of new theories, concepts, and/or developments to supply problems not susceptible to treatment by accepted supply methods, techniques, or procedures. Integrating different and separate logistics, engineering and program analysis functions to implement an effective logistics management program. Analyzing and evaluating methods for assessing program execution and improving organizational effectiveness and efficiency. The incumbent serves as the key logistics management specialist in the Engineering Branch, WMEC Product Line, of the U.S. Coast Guard Surface Forces Logistics Center (SFLC) The incumbent will work independently, with MECPL staff and various higher level Coast Guard and Other Government Agency offices to develop logistical, maintenance, supply and support integration plans and activities for the Offshore Patrol Cutter (OPC), vessel service life extensions and WMEC fleet logistical transformation initiatives as they pertain to asset life cycle management. The accomplishment of the duties requires a broad knowledge of surface asset deployments, logistics support activities and functions and the ability to integrate these separate functional elements into comprehensive concepts, which can be monitored and evaluated against policies. The incumbent reviews and evaluates the adequacy of plans, policies, programs, and legislation applicable to the organization's area of responsibility covering broad aspects of Coast Guard policies. Typical work assignments include: Serving as the lead logistics management specialist in developing integration support elements to transition the Offshore Patrol Cutter (OPC) from Acquisition to Sustainment. Serving as the Product Line lead in the development of logistics support documents pertaining to configuration, maintenance, supply, staffing and resource management. Coordinating interface requirements, policy, and procedures between various Integrated Logistic Support elements such as configuration management, data management, reliability and maintainability, standardization and quality assurance. Serving as product line lead and represents MECPL, SFLC and the Coast Guard in logistics matters as the logistics management expert to major workgroups who originate, review and modify system policy, plans and procedures and goals. Interfacing directly with MECPL Branch Chiefs, Asset Project Office (APO), and Headquarter directorates to analyze and define activities and support effort required to achieve established management objectives and milestones. Developing functions and tasks to be performed and complete task description and proposal for SFLC, Headquarters and Sponsor endorsement. Develop and prepare budget submissions, resource requirements and related documents. Preparing program plans for negotiation with and ultimate approval by the program manager, agency management, technical and logistics managers and project management.
