About the position: This is a Regular Full-Time (RFT) position located at the CDC on Fort Eustis. Position is guaranteed 35 hours per week and can work 35-40 hours per week. This position may be subject to holidays, nights, weekends and on-call work.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: A bachelor of science/art degree that included a major study in child or youth development/education or a related field (ie., youth recreation, elementary/early childhood education, physical education (K-6), music education (K-6), art education (K-6), human or family services/development, psychology, social work, guidance and counseling, home economics); or, a combination of education and experience - courses equivalent to a major in child or youth development/education or a related field, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition, candidate must possess the following: Extensive knowledge of the Military Child Care Act, DoD and Air Force policies; United States Department of Agriculture food program; accreditation requirement of the Council of Accreditation; experience working with regulatory, personnel, funding and budgeting proponents; Experience in training adults and working effectively with command staff, professional staff, and parents; Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions; Comprehensive oral communication and analytical writing skills. Ability to present ideas and proposals to a variety of audiences; Demonstrated ability in standard office software such as word processing, graphics presentations, spreadsheets, and email. All required background checks in accordance with AF policy and the Crime Control Act must be successfully completed, maintained, including Child Care Tier 1, pre-employment physical, and food handler's certification.
Oversees development of appropriate curricula for child development centers, preschools, family child care programs, school-age, and other unique children's programs. Develops, implements, and oversees all elements of children's developmental program activities to include environment, equipment and materials, program structure, activities and experiences, and supportive interactions and positive social development for infants, toddlers, preschoolers, school-agers, and children with special needs receiving care. Provides guidance on complementary learning environments. Assists direct care staff and family child care providers in specific activity plan development, activity individualization, and evaluation of children's developmental progress. Oversees implementation through direct observation and role modeling in child activity areas and family child care homes. Promotes specific use of space, time, equipment, materials, and activities to accommodate individual learning levels and abilities, enhance staff/child interaction, and improve the overall quality of the learning experiences provided. Encourages parent involvement in all children's programs. Initiates, designs, develops, arranges for, conducts, and oversees training in early childhood development and related activities for all child development center staff, family child care program staff and providers, preschool and school-age program staff, volunteers, hourly care staff, management, administrative staff, custodial employees, food service staff, and staff working in any unique settings for children. Determines individual and program-wide training needs in collaboration with the Airman and Readiness Flight chief, child development director, family child care coordinator, and youth director. Conducts or sponsors in-service workshops to address needs in instructional techniques. Designs training material, uses or adapts material provided by headquarters or other sources, and identifies appropriate courses from outside sources to meet training requirements. Develops, implements, maintains, and monitors an individual training plan for all management, care giving personnel, family child care coordinators, and providers. Assists directors in identifying personnel training needs, in particular, ensuring the completion of all required training such as all Air Force Training Modules. Tracks progress and periodically reassesses individual growth needs through discussion with individual staff members. Coordinates and schedules employees and volunteers for appropriate training. Develops plans to improve overall operations, corrects identified deficiencies, and enhances developmental programs and services. Guides management in applying comprehensive environmental and program assessment instruments. Oversees evaluation, interprets results in terms of program strengths and weaknesses, and advises and works with management personnel to prepare and implement corrective action plans to improve operations and enhance developmental program quality. Provides assistance in the pursuit/retention of accreditation from the National Academy of Early Childhood Programs (NAECP). Trains family child care program staff, providers, and school-age staff on the use of assessment tools designed for specific programs as well as application of child abuse risk assessments. Serves as the principle point of contact for the developmental program portion of Headquarters Air Force, Major Command (MAJCOM), or other inspections of developmental assessment team reviews. Schedules and coordinates preliminary internal review to determine the level and quality of programs/services, and assesses compliance with Air Force directives, instructions, standards, and requirements. Identifies children who may have special needs. Ensures the implementation of Individuals with Disabilities Education Act and any other laws and/or directives pertaining to the special needs of children. Refers families to agencies and services in the local community for evaluations and assessments, medical programs, and/or schools when appropriate. Monitors and provides technical assistance on the implementation of children's Individual Educational Plans (IEPs). Ensures that the needs for children with disabilities and without disabilities are met comparably. Develops, implements, and evaluates personnel training programs and strategies on how best to accommodate children with special needs. The work requires regular interaction with young children in activities, sitting on the floor, carrying infants and toddlers up to 45 pounds, and being able to evacuate children in the event of an emergency.
